in Japan you intend to recommend
that the branch of the Harbour Master's Office
at Shanghai shall be kept open for the present, so that if
desirable, the present Portmaster at
Yokohama (M. Machado) may be transferred to Shanghai on the abolition
of his office at Yokohama.
In the meantime,
you state that the office at Shanghai can
be temporarily conducted by the Head Clerk.
I am directed by the Postmaster General to inform you that the course
which you propose to pursue, under existing circumstances, seems to His Lordship's very judicious. It is probable
that at no distant date the British
Port Office at Yokohama will be
withdrawn,

withdrawn, and in that case the late Portmaster will have to be provided for. It is well therefore that this should be borne in mind before any one is appointed to the
vacancy at
Shanghai.
